3. Statistical presentation
3.1. Data description Data are collected on the production, supply and use of crude oil, refinery feedstocks and additives, as well as data on production, import, export, stocks, recycling, exchange of products, own consumption, losses and sales of petroleum products by final consumption and other data needed for the oil and petroleum products balance and compliance with the requirements of the Annex B of the Regulation (EC) No 1099/2008 on energy statistics.
3.2. Classification system - NACE rev. 2 (EU classification of economic activities);
- CN codes (Combined Nomenclature, EU);
- Classification on energy products(commodities/carriers) as per Regulation (EC) 1099/2008 on energy statistics which is consistent with the UN’s International Recommendations for Energy Statistics (especially its chapter 3: "Standard International Energy Product Classification").
3.3. Sector coverage Energy statistics data covers all major sectors of the economy that are involved in the production, trade, energy transformation or energy consumption.
3.4. Statistical concepts and definitons Total production comprises the total production of petroleum products in the country.
Import/Export of oil and petroleum products include quantities that crossed the national border.
Stock changes is a difference between stocks on the first day of the year (initial stocks) and stocks on the last day of the year (final stocks).
Final consumption includes final consumption of available energy for final non-energy consumption and energy consumption.
Final non-energy consumption comprises final energy consumption as raw material for production of non-energy products in technological process.
Final energy consumption comprises final energy consumption in industry, construction, transport, households, agriculture and other sectors.
The methodology for data collection and production of all energy balances is harmonized with the international standards of the IEA/OECD and Eurostat. The methodology described in the Energy Statistics Manual is applied. The definitions of Annex A of the Regulation (EC) No 1099/2008 on energy statistics are applied.

3.5. Statistical unit Reporting units are business entities, i.e. legal entities and their registered local units which according to their main activity are classified in Sections D, B and C in accordance with KD BiH 2010 (NACE Rev.2). Reporting units are the observation units at the same time. Reporting units (legal entities) provide data individually for each industrial local unit in its company. In some cases, registered local units submit data directly.
3.6. Statistical population Data are collected from companies involved in the production and processing of crude oil and petroleum products, importers and distributors of crude oil and petroleum products, enterprises from the Sections G - Wholesale and retail trade (group 46.7), C - Manufacturing industry, D - Production and supply of electricity and gas and final users from Section B – Mining and quarrying.

6.2. Data sharing Agency for Statistics of BiH is the official producer of BiH international trade in goods data. Indirect Taxation Authority is responsible for collection and primary check of single administrative documents (customs declarations). These institutions have signed a Protocol on Data Exchange.
Agency for Statistics of BiH provide data to the main users.
7. Confidentiality
7.1. Confidentiality-policy Confidentiality of statistical data is regulated by law and the personnel conducting statistical surveys has the legal obligation to protect confidentiality. Law on Statistics of BiH (Off. Gazette of BiH 26/04 and 42/04 - Chapter XI - Article 23.-29.) establishes the principle of confidentiality as one of the main principles. Agency for statistics of BiH distributes statistics in line with statistical principles of the European Statistics Code of Practice and in particular with the principle of statistical confidentiality.
7.2. Confidentiality-data treatment The document "Rules on the Protection of Statistical Data in the Agency for Statistics" lists procedures for ensuring confidentiality during collection, processing and dissemination - including protocols for securing individual data being accessed, rules for defining confidential cells in output tables and procedures for the detection and prevention of subsequent disclosures as well as access to microdata for research purposes. By signing the Memorandum of Understanding with Agency for statistics of Bosnia and Herzegovina, data users having access to individual data are obliged to: treat individual anonymized data as confidential in accordance with the rules, regulations and procedures, ensure adequate protection of individual data in accordance with the rules, regulations and procedures, protect the transfer of microdata and destroy the media where the data are, as well as the accompanying documentation, five days after the publication of the results.

8.1. Release calendar  At the end of December every year, BHAS announces the Release Calendar with the precise date and time of publication of the statistics for the following year.

11. Quality management
11.1. Quality assurance Quality Management Policy as an element of the system of quality management generally is related to the following components: product quality of the process as well as other elements of the system for quality management, such as planning and controls. To assure the quality of processes and products, Agency for statistics is the implementation of the Quality management model (TQM) done using the CAF tool. The Common Assessment Framework (CAF) is a total quality management tool developed by the public sector for the public sector, inspired by the Excellence Model of the European Foundation for Quality Management (EFQM). Process of self-assessment identifies and monitors all organization results, provides feedback on organizational capacity and results of policy and planning processes. The scoring tool for self-assessment has 9 key indicators and 28 criteria based on which it is possible to measure management level achieved and determine which are the critical points for improvements in future. It looks at the organization from different angles at the same time: the holistic approach to organization performance analysis. BHAS use „The CAF guidelines for implementation “and a 10-step implementation plan developed to help organizations use it in the most efficient and effective way. Process of self-assessment identifies and monitors all-important organizational results and provides feedback on organizational capacities and results of policy and planning processes. This model of quality monitoring requires the development of a standardized questionnaire that includes all principles in the model. Agency for statistics of BiH is committed to quality assurance in the production of official statistics based on Article 19, Paragraph (1) “Law of Statistics BIH, Official Gazette of BiH 26/04; 42/04”. 11.2. Quality assessments The quality of official statistics’ products (main indicators/statistics) are regularly assessed in quality reports through the calculation of quality indicators. On other hand, processes included in statistical production are assessed by specific process quality indicators in quality reports and additionally through Generic Statistical Business Process Model (GSBPM) documentation.

12.1. User needs The main users of the annual data on oil and petroleum products are:
- Ministry of Foreign Trade and Economic Relationships of BiH
- Directorate for Economic Planning – Council of Ministers of BiH
- Central Bank of BiH
- Eurostat
- Energy Community
- Scientific and educational institutions and other institutions that deal with the analysis of economic trends in BiH.
12.2. User satisfaction One of the key elements in securing the quality of statistical data is monitoring the users’ satisfaction. The results of the User Satisfaction Survey are available on:

13. Accuracy and reliability
13.1. Overall accuracy The accuracy of the data is checked by applying the prescribed methodology, by controlling measurement errors, by comparing data to the previous period, as well as the additional analyses and sources.
13.2. Sampling error The survey is not based on sample. There is no sample errors.
13.3. Non -sampling error The continuous improvement of data collection process is aimed at reducing non-sampling errors. In the case of a measurement error, depending on the type of error, it is eliminated by methodologist by contacting and checking with the reporting unit or independently, based on data from the questionnaire and data from the previous period. Data control is performed at all levels of data collection.
14. Timeliness and punctuality
14.1. Timeliness  Data are published 12 months after the reference period.
14.2. Punctuality Agency for statistics of BiH publishes the press release in line with the Release Calendar of the Agency for Statistics of BiH.
15. Coherence and comparability
15.1. Comparability-geographical The methodology for data collection and production of individual energy balances is harmonized with the international standards of the IEA/OECD and Eurostat, Regulation (EC) 1099/2008 on energy statistics, and it is comparable with the European Union and other countries.
15.2. Comparability-over time Data for oil and petroleum products balance are published from the referent year 2013. Time series shows no breaks in data series in the period 2013-2019.

16. Cost and burden The annual operating costs for carrying out the research are reflected in the material costs and the number of hours worked by the employees of the Agency for Statistics of Bosnia and Herzegovina and the branches of the District Brčko.

17.1. Data revision-policy The Agency for statistics of Bosnia and Herzegovina does not have an official revision policy document.

18. Statistical processing
18.1. Source data Data source for the  annual statistics on oil and petroleum products are companies  involved in the production and processing of crude oil and petroleum products and its distribution. Balance on oil and petroleum products also includes data from other statistical fields: statistics on foreign trade, construction, industry, transport, agriculture and forestry.
18.2. Frequency of data collection Data are collected annually.
18.3. Data collection Data are collected by reporting method, by mail, by e-mail or by fax (questionnaires: EN-N1-G, EN-N2-G, EN-NT-G, EN-UGE-G).
18.4. Data validation Received data are checked in line with the principles of completeness and consistency.
18.5. Data compilation Compilation of data for BiH level is made from data provided from entity statistical offices.
