3. Statistical presentation
3.1. Data description Data are published on archives, archival holdings and collections, archival materials, archive activities, visitors and users of archives, and on archive staff classified by type of employment.
3.2. Classification system Activity Classifications of Bosnia and Herzegovina for the Cultural Sector (KD BiH 2010).

3.4. Statistical concepts and definitons The aim of archive statistics is to produce data on the work of archives and the condition of archival materials in Bosnia and Herzegovina.
An archive is an institution where archival materials are permanently preserved, professionally processed, and made available for use.
General archive – an institution or enterprise that carries out archival activities on public archival materials from all social sectors.
Special / specialized archive – an institution, enterprise, or organizational unit that performs archival activities on materials of a specific creator or specific field (e.g., diplomatic, military, university, theatrical, etc.).
Private archive – an institution or enterprise carrying out archival activities, established by a legal or natural person.
Archival holding (fonds) – a body of archival materials created through the work of a legal entity or an entity with independent legal status.
Personal and family archival holding – a body of archival materials created through the work of an individual or family with significant social impact. This includes documents of legal and natural persons addressed to the individual or family members who are the creators of personal and family holdings.
Collection – a set of documents of different provenance, grouped by theme, type, or other criteria.
Archival material – written, drawn, printed, photographed, filmed, or audio-recorded original or reproduced materials of special importance for history, culture, and other societal needs, created by government bodies, organizations, socio-political organizations and their organs, civil legal entities, or individuals, regardless of time or place of origin and whether kept within an archival institution or elsewhere.
Processed archival material – material that can be used for scientific and other purposes.
Unprocessed archival material – material that is so unorganized that it cannot be used for scientific or other purposes.
Conventional archival material – archival manuscripts and printed materials.
Cartographic archival material – maps, plans, globes, topographic and hydrographic charts, architectural materials, cartograms, relief models, and spatial photographs.
User of archival material – any person whose request for access to archival materials is approved and who receives the materials for various purposes, including official, scientific, educational, exhibition, legal, or publishing purposes.
Scientific publications – publications based on original and fundamental research, reviewed by individuals with academic qualifications (at least a Master’s degree).
3.5. Statistical unit Archives, archival holdings, and materials registered to carry out activities according to the KD BiH classification.
3.6. Statistical population Data on personnel in the cultural sector by employment classification (administrative, scientific, professional, technical, and support staff, as well as advisors and associates); data on authors, participants, and members of cultural and artistic entities; data on users of their activities, collections, and holdings; and data on visitors and the activities carried out by cultural and artistic entities.
3.7. Reference area Data refer to Bosnia and Herzegovina.
3.8 Time coverage Data on culture and arts statistics in Bosnia and Herzegovina, based on the new methodology, have been published annually since 2013

4. Unit of measure In the culture and arts statistics of BiH, the units of measurement include the number of archives, the number of people (employees, visitors, and users), the number of archival fonds and collections, archival materials, exhibitions, and other activities.

6.2. Data sharing The Federal Office of Statistics of Bosnia and Herzegovina, the Republic Institute of Statistics of Republika Srpska, and the branch of the Agency for Statistics of Bosnia and Herzegovina in the Brčko District.
7. Confidentiality
7.1. Confidentiality-policy Confidentiality of statistical data is regulated by law and the personnel conducting statistical surveys has the legal obligation to protect confidentiality. Law on Statistics of BiH (Off. Gazette of BiH 26/04 and 42/04 - Chapter XI - Article 23.-29.) establishes the principle of confidentiality as one of the main principles. Agency for statistics of BiH distributes statistics in line with statistical principles of the European Statistics Code of Practice and in particular with the principle of statistical confidentiality.
7.2. Confidentiality-data treatment The document "Rules on the Protection of Statistical Data in the Agency for Statistics" lists procedures for ensuring confidentiality during collection, processing and dissemination - including protocols for securing individual data being accessed, rules for defining confidential cells in output tables and procedures for the detection and prevention of subsequent disclosures as well as access to microdata for research purposes.By signing the Memorandum of Understanding with Agency for statistics of Bosnia and Herzegovina, data users having access to individual data are obliged to:treat individual anonymized data as confidential in accordance with the rules, regulations and procedures,ensure adequate protection of individual data in accordance with the rules, regulations and procedures,protect the transfer of microdata and destroy the media where the data are, as well as the accompanying documentation, five days after the publication of the results.

8.1. Release calendar  At the end of December every year, BHAS announces the Release Calendar with the precise date and time of publication of the statistics for the following year.

11. Quality management
11.1. Quality assurance Quality Management Policy as an element of the system of quality management generally is related to following components: product quality of process as well as other elements of system for quality management, such as planning and controls.
To assure the quality of processes and products, Agency for statistics is in implementation of Quality management model (TQM) done using CAF tool. The Common Assessment Framework (CAF) is a total quality management tool developed by the public sector for the public sector, inspired by the Excellence Model of the European Foundation for Quality Management (EFQM). Process of self-assessment identifies and monitors all organization results, provides feedback on organizational capacity and results of policy and planning processes. Scoring tool for self-assessment has 9 key indicators and 28 criteria based on which it is possible to measure management level achieved and determine which are the critical points for improvements in future. It looks at the organization from different angles at the same time: the holistic approach to organization performance analysis. BHAS use „The CAF guidelines for implementation“ and 10-step implementation plan therefore developed to help organizations to use it in the most efficient and effective way. Process of self-assessment identifies and monitors all-important organizational results and provides feedback on organizational capacities and results of policy and planning processes. This model of quality monitoring requires development of standardized questionnaire that includes all principles in model. Agency for statistics of BiH is committed to quality assurance in the production of official statistics based on the Article 19, Paragraph (1) “Law of Statistics BIH, Official Gazette of BiH 26/04; 42/04”. 11.2. Quality assessments Quality of official statistics’ products (main indicators/statistics) are regularly assessed in quality reports through calculation of quality indicators. On other hand, processes included in statistical production are assessed by specific process quality indicators in quality reports and additionally trough GSBPM documentation.

12.1. User needs Key users of data from statistical research are: the public sector (government and other public administration institutions such as the Ministry of Justice of BiH, the BiH Ministry of Interior, the BiH Prosecutor's Office, the BiH Courts, the HJPC, the High Judicial and Prosecutorial Council, the Council of Ministers and the Government of the Entities and the BD; Ministry of Labor and Social Policy, Agency for Gender Equality and Entity Gender Centers), economic subjects, science, research and education (faculties and research centers), general public, media (broadcasters and print media), foreign users (Eurostat, UNODC USAID, UNDP, UNICEF, embassies of foreign countries, foreign media).

15. Coherence and comparability
15.1. Comparability-geographical The survey is internationally comparable, but it is primarily used for national purposes.
15.2. Comparability-over time Data have been published annually since 2013.
15.3. Coherence-cross domain There is no relevant research carried out by another organization.
15.4. Coherence-internal No similar research has been conducted to compare the data.
16. Cost and burden The annual operating costs for carrying out the research are reflected in the material costs and the number of hours worked by the employees of the Agency and the branches of the Brčko District Agency. The data are taken over from administrative sources and therefore there is no direct burden on respondents.
17. Data revision
17.1. Data revision-policy The Agency for Statistics of Bosnia and Herzegovina currently does not have an official document regarding a revision policy.
17.2. Data revision-practice No revisions have been planned or carried out.
18. Statistical processing
18.1. Source data Data are collected from the statistical institutes of the Federation of Bosnia and Herzegovina, Republika Srpska, and the Brčko District.
18.2. Frequency of data collection Data are collected annually by the entity statistical institutes of Bosnia and Herzegovina. Archive statistics cover all archives that operated during the period from January 1 to December 31 of the reference year, regardless of the total number of working days.
18.3. Data collection Data are collected using the 'Statistical Reporting Form for Archives.
18.4. Data validation The Agency for Statistics of Bosnia and Herzegovina, the entity statistical institutes, and the Agency’s branch in the Brčko District validate the data. After the reports are collected, the Federal Office of Statistics, the Republic Institute of Statistics of Republika Srpska, and the Agency branch in Brčko District check coverage and data accuracy and perform logical and arithmetic controls.
18.5. Data compilation No procedures are applied to the data to derive new information beyond the given set of rules.
