Agency for Statistics of BiH supported the research on the implementation of proactive transparency in BiH institutions

The Public Administration Reform Coordinator's Office announced today at a press conference in Sarajevo that research on the implementation of the Policy and Standards of Proactive Transparency in the Institutions of the Council of Ministers of BiH has begun.

This two documents on the initiative of the Public Administration Reform Coordinator’s Office is adopted by the Council of Ministers of BiH in December last year and by conclusion, obliged the institutions to implement all 38 standards and to inform the Coordinator's Office.

“It is about 38 types of information that BiH institutions need to have on their websites, among other things, information in the field of public procurement (from public procurement plan to contracts), application of the Law on Freedom of Access to Information, financial information such as are budgets and reports on budget execution, audit reports, contests, internal organization rules, and total remuneration of employees in institutions per employee. We have received a positive opinion from the Agency for Personal Data Protection of BiH for publishing all this type of information,”said Dragan Ćuzulan, State Coordinator for Public Administration Reform.

He recalled that the Office of the Public Administration Reform Coordinator is together with three other institutions: the Directorate for European Integration, the Agency for Statistics of BiH and the Agency for Development of Higher Education and Quality Assurance of BiH, and through the Program of Strengthening of Public Institutions implemented by the Federal Government of Germany German GIZ, back in 2015, drafted a Policy and Standards for Proactive Transparency.

"Our goal is to make these standards a legal obligation, and through future amendments to the Law on Freedom of Access to Information of BiH," emphasized Ćuzulan.

By this occasion Dragan Ćuzulan and Velimir Jukić, directof of the Agency for Statistic of BiH signed the Memorandum on Cooperation for the use of purpose-built software for data collection from institutions.

The director of the Agency for Statistics of BiH said that this institution is committed to taking a proactive approach for publishing information of public importance and praised the successful cooperation that state institutions have through the Strengthening Public Institutions Program.

Mathias Mühle, executive of the Strengthening Public Institutions Program in German GIZ emphasized the willingness of German Government to help public authorities improve transparency, as it is one of the key factors for successful implementation of public administration reform.
